Just a quick one to close this thread..
This issue was down to a bad uPC1301H. I replaced it with an H2 after modifying the shorter heatsink tab on the H2 variant, and after a little re-twiddling of the pots on the board, it's now working!

Not sure what the heck is causing this issue - and like I said, my forte is really digital electronics..
