Considering the 8516 is most likely compatible as a replacement for 2716 then perhaps there is an 8532 which might work in the place of 2332 ?

I am afraid I am a novice and these numbers don't mean a lot to me but I found the rom download section and Under hints and tips it says you can use a 2532 EPROM

Those numbers are just models/types of chips. In this case EPROM. Some seem random and only producer knows what they mean, others suggest type and size of (in this case) memory.
Are you sure this m-rom is damaged? do you have a way to read/verify it?
If you do not have programmer, veryfying should be doable with some kind of arduino type board and short program.
Writing those old EPROMS might be tricky too.. you will need UV lamp to erase them, and some popular (e)eprom burners do not support voltages needed to program them, and most of the time some kind of adapter is needded anyway.
Buying eprom programmer just for one single chip/computer might be overkill too
If you confirm that the chip is damaged I am sure you can find someone here who can program one and send it to you.
But probbaly start with cleaning pcb/chips removing rust and visualy inspecting the state of board. Looking for corroded traces etc.

I have ordered a TL866II programmer I know what you are saying but I have some other retro computers so might come in handy just out of interest what are the min chips that need to be installed to see if I am making progress so I have ordered a new z80 so with a new socket I should think that will be fine so with that and the m-rom installed should I get a display on screen or would I need cg-rom working as well.

Without cg-rom you will have *something* on a screen. But it will be a mess. Whatever gets latched to into the shift register (ic29).

Hi All
Today I have replaced all the IC sockets not ram ones I have put in a new Z80 cpu and cleaned and replaced the broken legs on the rest turned it on and exactly the same as before just the lines moving side to side as in my original post any ideas where to go next with it.
